Carney pitches federal budget plan to eliminate homelessness within 10 years

Prime Minister Mark Carney says the federal government is setting out a plan, funded through the budget, to tackle homelessness over the next four and 10 years.

The Story

Prime Minister Mark Carney said the federal government has learned from past mistakes as it sets out a goal of eliminating homelessness within 10 years.

Speaking at a news conference in Winnipeg on Thursday, Nov. 6, 2026, Carney said earlier efforts were inadequately resourced, poorly co-ordinated and not sustained.

Carney said he chose to make Manitoba his first stop after releasing the budget because governments in the province and the private sector had already come together to develop a plan.

The federal budget includes $11.2 billion to tackle homelessness over four years starting next year, and $17.8 billion over 10 years.

Under the approach, Carney said the federal government would fund construction costs, while provinces and other partners would cover operations.

Manitoba Premier Wab Kinew said there is a greater chance homelessness can be solved this time because all levels of government, including Indigenous nations, are working together.
