Justice Minister says government may support elements of private bill C-223, but final form still unclear

Justice Minister Sean Fraser says the federal government is open to supporting parts of Bill C-223 to amend the Divorce Act, though its final shape has not been determined.

The Story

The federal government says it is open to supporting elements of a private member’s bill to amend the Divorce Act, but it remains unclear what the bill will ultimately look like.

Bill C-223, introduced by Liberal MP Lisa Hepfner, would amend the Divorce Act to curb parental alienation claims, along with other changes. The bill is currently before a House of Commons committee.

Hepfner said there are elements of the bill that are more controversial than others, but she declined to specify which parts could be removed.

Justice Minister Sean Fraser said Wednesday that he is optimistic about the bill. However, he said the government wants to see amendments and is concerned about the bill’s possible effect on judicial discretion.

Fraser’s comments came as women’s groups had warned last week that it appeared the Liberal government had changed its mind and that the bill could be killed.
