The federal Liberals have tabled Bill C-40 to create a Crown corporation version of the Defence Investment Agency.
The Story
The federal Liberals have tabled Bill C-40 to create an entity called the “Canadian Corporation for Defence Investment,” which would report to a new associate minister of national defence dealing with procurement.
The government says making the agency a Crown corporation would provide more independence from government, give it its own board of directors, and allow it to make decisions more quickly.
Prime Minister Mark Carney created the Defence Investment Agency in October 2025 to streamline defence procurement, appointing Doug Guzman as CEO.
In May 2026, Canada’s government announced plans to make the office into a departmental agency and place it under the control of a dedicated minister, after which Secretary of State for Defence Procurement Stephen Fuhr said that model would give the government more control over spending than a Crown corporation would.
The bill was tabled by the federal Liberals on Oct. 6, 2026.
